This is not a public policy course. It is in the realm of sports business, not law or policy. You might try History and Society, where they offer several courses related to sports. Before doing that, I'd suggest getting more information. The "syllabus" has one sentence about course content.

Hi Crystal, Scheller doesn’t offer a course that covers NIL. I would recommend sending it to whoever oversees the Law, Science, and Technology Minor that Public Policy offers. They might agree to let it count as one of the electives for the minor.
